Football lawmakers plan to BAN rebounds from penalties which would have ruled out Paul Pogba’s goal for Manchester United vs Everton

FA advisory bodies are to listen to recommendations of a "one-shot" policy for spot-kicks.


That would mean that if the keeper saves the penalty, or if the ball rebounds of the woodwork, the play is considered "dead" and a goal-kick would be awarded.

According to The Telegraph, "it would be the same as in a shoot-out and would do away with the problem of players encroaching".

If the changes are accepted, it would mean goals like the one Paul Pogba scored for Manchester United would not be given.

The midfielder saw his spot-kick saved by Everton keeper Jordan Pickford, but the ball fell straight back to him and he slotted home.

That is just one of the game changes being discussed by the International FA Board [Ifab] advisory panels.

Another topic for discussion is the ever murkier explanations of "handball".

Put simply, the word "deliberate" would be removed from the offence.

At the moment, it is up to the discretion of the referee and their assistants as to what constitutes "deliberate" – making it difficult to maintain consistency.

There are two panels who look at proposed law changes – a technical panel and a football one.

The technical side is made up of ex-referees from around the world, while the football team are former players, coaches, technical directors and experts.
