Downing Street has been drawn into a smear row over a ‘dirty dossier’ about Boris Johnson, which was compiled by Theresa May’s advisers ahead of an expected leadership challenge.

The document, which is saved on to the Tory computer system under the filename ‘WarBook2’, was drawn up during the tumultuous days following the EU referendum in 2016 –but has been passing between Tory aides again in recent weeks.

The current Tory leadership furiously denies any role in updating or distributing the dossier, which has been obtained by The Mail on Sunday.

But it will add to the febrile atmosphere at Westminster amid intense speculation among Tory MPs over whether Mrs May will face a move to oust her in coming weeks by Brexiteers angered by her Chequers deal.

The file includes comprehensive details about Mr Johnson’s affairs, drug use and political gaffes since his days in Oxford University’s Bullingdon Club. We reproduce some of the stores from the dossier on the opposite page.

‘WarBook2’ was first created on June 28, 2016, two days before Mrs May launched her bid for the Tory leadership. Mr Johnson was expected to be her main opponent, but pulled out of the contest when Michael Gove withdrew his backing for Mr Johnson and launched his own bid.

At the time, Mrs May’s operation was run by her feared advisers Nick Timothy and Fiona Hill, although there is no suggestion that they ordered it to be compiled.

Its circulation in recent weeks has led to claims among allies of Mr Johnson that No 10 was planning a dirty ‘black ops’ attack.

‘It’s a smear, pure and simple,’ said one. No 10 strongly denies this.

The file includes:

• Claims that there was ‘some overlap’ between Mr Johnson’s first wife Allegra and second wife Marina; 
• Reports about his affairs with socialite Petronella Wyatt, journalist Anna Fazackerley and art consultant Helen Macintyre;
• Allegations that, when he was editor of The Spectator, he took one columnist ‘out to lunch in order to sack her but slept with her instead’;
• Reports of a so-called ‘special friendship’ between Mr Johnson and Ruzwana Bashir, the ‘stunning’ president of the Oxford Union in 2004;
• Details of an interview in which he admitted using cocaine at university;
• His poor voting record as a backbench MP;
• Details of his ‘reputation for playing fast and loose with the facts’ as a journalist;
• The suggestion that Mr Johnson’s career could be summed up by the slogan ‘failure to deliver’
• His numerous political gaffes, including calling using the racially offensive term ‘piccaninny’. 

The dossier covers Mr Johnson’s life in sweeping – and almost entirely negative – detail, including his parents’ divorce, his sacking from The Times as a trainee reporter for making up a quote in a story about a lost palace of Edward II, and his days writing mocking articles about the EU as the Brussels Correspondent of the Daily Telegraph.

It dwells on the notorious revelation by The Mail on Sunday in 1995 that Boris was approached by fellow old Etonian Darius Guppy to provide the address of a News of the World journalist that his friend wanted to get beaten up for making inquiries into his business affairs.

The file includes extensive quotes from former bosses and colleagues of Mr Johnson throughout his career in journalism and politics, with one editor describing him as ‘the most disorganised person I’ve ever encountered’.

And one former colleague on The Times recalled: ‘What he would say would never be simply untrue but would be on the edge of what might happen’.

Much of the information is drawn from Sonia Purnell’s critical 2011 biography of Mr Johnson, Just Boris. It includes a quote from a former colleague who told the author: ‘If you just see him cracking jokes on Have I Got News For You, you think he’s a great bloke. If you’ve worked with him or relied on him it’s a different matter’.

Sarah Helm, another journalist colleague of Boris’s in Brussels, is quoted as saying: ‘I remember developing an instinctive feel that Boris was a complete charlatan’.

Last night, a Downing Street source said: ‘It is absolutely ridiculous to suggest that this has anything to do with the current administration. It is more than two years old and has neither been updated nor distributed.’

A spokesman for Mr Johnson declined to comment last night.
