Wardens swooped on the Perry Hill estate in Tewkesbury, Glos, in the early hours on Wednesday – to catch out residents who failed to display their free permits.
At least eight people parked close to their homes claim they were given a £100 parking charge notice with the tickets saying they had not parked within the bays.
However resident Dave Hudson said apart from marked disabled spaces the communal car park did not have bays.
He said: “I was gobsmacked and annoyed. The system is not working.”
Social housing provider Stonewater set up the permitted scheme to control the number of cars parked in the area.
They asked parking enforcement firm CPM to investigate the estate.
Ticketed Dean Lewis said: "It's a joke. It's all a farce."
A spokesman for Stonewater said: "The permit scheme was introduced at the request of the residents of Perry Hill, and we have been issuing extra permits on request to visitors and guests.
"We have also cancelled some parking tickets, and we encourage residents to contact us if they have been issued tickets incorrectly.
"We will be discussing the timings of the issuing of tickets with the parking firm to ensure a reasonable approach is maintained.
"Stonewater receive no financial gain through the parking permit scheme – as a responsible social landlord it's our responsibility to ensure we listen to residents and act accordingly.
"We will continue to monitor the situation and welcome any feedback as to how the system is working."
