A dozy fly-tipper who was eligible for free rubbish collection because of his age was fined hundreds of pounds after being caught on camera dumping a mattress.

The man, in his 60s, would have been able to have it picked up if he had contacted his council who offer ‘free bulky waste collection’ for those over 60.

But instead, he was slapped with a £400 fine after a secret camera caught him leaving the single mattress on a grass verge in Smethwick, West Midlands.

During the 15 second clip, the man drags the large item on to the grass in what looks like a housing estate before walking away.

He quickly moves the mattress up the slight slope and flings one corner down onto the ground as he makes the speedy exit. 

The man, wearing black jogging bottoms and a grey jacket was caught by one of Sandwell Council’s so-called ‘grot-spot’ cameras hidden in a tree.

He was later identified and admitted the offence when environmental protection officers confronted him at his home nearby.

Sandwell Council’s cabinet member for public health and protection, Councillor Elaine Costigan said this was the authority’s 121st £400 fine issued over the past 18 months.

She said: ‘What is particularly annoying about this case is the fact that this gentleman would be eligible to a free bulky waste collection as he’s over the age of 60.

‘We would have arranged to take this mattress away for free – but instead he just dragged it into the street and left it there.

‘We don’t tolerate fly-tipping in Sandwell. This is the 121st £400 fine we have issued over the past 18 months or so.

‘People need to know that we move cameras around our towns to catch people dumping rubbish and if we catch you on video, you will be fined.’
