The startling ordeal was seen on the "El Mejor Dia" (The Best Day) show when Jose Maria Armenta, Master of Ceremonies of the Government of the state of Sonora, was a guest.
In the video, Armenta dressed in a black blazer, can be seen giving host Martha Hinojos a kiss on the cheek before turning to her colleague Alejandra Leon.
Armenta, who has now resigned from his post, is seen grabbing Leon's face forcefully as he goes to kiss her lips while she tries to fight him off.
The woman kicks her legs as she tries to fight the politician off.
Armenta is heard saying: "She didn't want one."
Host Vicente Ruiz stands up and walks towards the camera before sitting back down as Armenta asks Leon to kiss his cheek, which she does.
Leon then says to Armenta: "I need to say something. The devil will take you."
When asked why, she says: "My boyfriend is going to beat you up, you will see."
Armenta then claims he had been told that she did not have a boyfriend, and then said to her: "Someday I will kiss you."
The ordeal caused outrage prompting Armenta to release a statement confirming his resignation from his role in the government.
He also stated he will not appear on the TV show again.
In his statement, Armenta described his actions as being motivated by him trying to be "fun and a little irreverent".
He also said that he had apologised to Leon since the incident.
After confirming his resignation, Armenta wrote that he had "learnt a great lesson" from the ordeal.
