James Walsh died in hospital after being hit at around 2.30pm, police in the town of Hamburg, New York said.
The incident took place in Woodview Court, a small residential street in the town and investigators have not found any indication that alcohol or drugs were involved.
His godmother Mary Pat Rozeski, said James as a sweet, generous little boy who went out of his way to be kind to his family, friends and anyone he met, Buffalo News reported.
He would always share his toys with other children who came to the house and he loved playing with his two sisters.
James loved riding his bike and throwing snowballs and was obsessed with jaguars.
Rozeski added: “He always tried to please everyone around him. He was a gift. God gave us this gift. He was a perfect angel.”
James was born in Orlando, Florida but his parents were originally from Western New York and his family moved back to the area about three years ago.
In a statement, his parents Patrick and Kathryn Walsh said: "We are blessed that we have an all-consuming and powerful Lord who has given us our faith.
“We could not do this without Him. Our community has been so uplifting to us. We are so grateful."
"James was born on Christmas morning and he LOVES Jesus. So we know he is with Him.”
In a statement Hamburg police department said: “Our thoughts and prayers go out to the family and friends of those involved, as well as to the first responders who assisted in this horrific accident.”
