Footage captures the woman approaching the car in Sydney, Australia, as the driver yells, "are you serious?"
It is not known what sparked the row, and why the woman and her passenger decided to get out of their white pick up truck to confront the driver.
Before she flashed her boob, the woman swore and shouted at the driver, who stuttered at the bizarre gesture.
Calling the woman a "junkie", the driver added: "Ew you're a f***ing junkie. Look at that! Look at that!"
After exposing herself, she backs away from the vehicle and taps the driver's bonnet, before calling her passenger to stop filming.
The video, which was originally filmed on Snapchat, has now been viewed more than 41,000 times, with dozens laughing at the row.
One commented: "You f***ing junkie is that the best you can do. Just get out and slap her one."
Another added: "Wow that escalated quickly."
It comes after footage captured an OAP screaming abuse at another driver who allegedly parked in a parent-and-child bay.
The man filming – named only as a "Mr Barrett" – moans that he has kids and wants to park in the space.
He screams he is "fed up of you c***** taking the spaces."
The tirade prompts the other driver to challenge Mr Barrett, snarling: "How would you like them glasses splattered all over your face?"
