Porter won the WBC strap after outpointing Danny Garcia last year – and narrowly avoided losing it on the eve of his first defence.
“Showtime” initially came in above the 147lbs limit and had two hours to make the limit in order to keep his title.
The 31-year-old would successfully scale in at 146.8 – but needed a last minute haircut to shift the extra weight.
After initially missing weight Porter said: "I don't know what happened (the first time).
"I think I just got started late on the process (of trying to make weight during fight week)."
Challenger Ugas, 32, has taken a physiological advantage after seeing his opponent struggle to make the welterweight limit.
Ugas said: "I’ve already won the first round, I did my job.
"I’ve been waiting nine years for this moment. On Saturday night, we will hear: ‘And the new’.”
It is quite possibly the first time a fighter has had a haircut at the weigh in to make weight and to prevent losing his world title before the first bell even rings.
In 2008 Paulie Malignaggi, however, was forced to have his dreads cut mid-fight in his IBF world light-welterweight defence against Lovemore N'Dou on a Ricky Hatton undercard.
