Bob Hamilton, 64, boarded the flight from London Stansted to Malaga and discovered that someone was in his seat.
He asked staff if he could have the seat he had paid for but cabin crew told him the man sitting in it worked for Ryanair.
They told Mr Hamilton, from Peterborough, Cambs, he would have to sit somewhere else because of “safety reasons”.
He moved to the back of the plane and ordered two cans of beer and two small bottles of wine, costing him £17, reports the Daily Mail.
Mr Hamilton, a retired oil broker asked crew to waive his bill in return for the £20 he paid for the seat which he was unable to use.
But he claims this suggestion was rejected and staff informed him he would have to make a claim online.
When he landed in Spain he was met by two police officers and he was eventually forced to pay his £17 booze bill.
He told the newspaper: “The police officers were very pleasant and were laughing about it.
“In the end, one of the crew came out to the air bridge with a card machine and I was forced to pay up.”
Ryanair eventually paid the £20 refund and reportedly accused him of being “disruptive” on the flight.
A spokesman said they offered him exit seat 16A which could have cost the same amount to reserve on the flight.
But he said their claim was “false” and that he was not offered 16A.
