Olivier Guitta, who advises governments on counter-terrorism, said a “dramatic revival” of the evil network has led to vulnerable Muslims heading again to Syria and Iraq.
And he fears the radicalised Brits will then return to the UK to wreak havoc.
He said: “Isis version two is coming. Two or three years ago we saw British and European jihadis returning home in droves because Isis was collapsing.
“Now they’ll be heading back because they will see that Isis is re-taking territory.”
Mr Guitta, boss of consultancy GlobalStrat, said Isis still has around 30,000 fighters in Iraq and Syria — and he said its success was down to its unique “business model”.
He added: “Isis is the McDonald’s of terrorism. They say ‘we don’t care who you are, as long as you come and buy our product’. They will take anyone and everyone.”

Last year, coalition forces said they had cleared IS from about 98 per cent of Syria and Iraq. But on Friday, the US said IS was “well-positioned to rebuild”.
Downing Street revealed there are 676 live investigations into suspected terror plots in Britain.
It described the threat as “one of the starkest we have faced."
