Foreign ministers from 20 countries are meeting in Vancouver, Canada, to discuss the North Korean nuclear threat.
They are looking for ways to increase diplomatic and financial pressure on North Korea to force it to give up its nuclear ambitions.
But China and Russia have not been invited.
