TMZ report the pair secretly wed on the same day they picked up their marriage licence in the Big Apple.
Justin's good friend, Josh Mehl, is reported to have acted as a witness for the ceremony.
The couple are reported to have had pre-nups drafted but TMZ continued to claim they were not signed before they said "I do".
The news comes just hours after Justin referred to Hailey as his "wife" during a trip to Canada.
On Monday the couple visited the Stratford Perth Museum exhibition dedicated to his career and the Windsor Star newspaper reported that the singer "very graciously introduced Hailey as his wife".
The organisers shared a photo on Instagram which revealed the couple signed “I (heart) you forever” on a blackboard reserved for fan messages.
Referring to Hailey, 21, they said: "We were so pleased to have such a warm and special guest visit the museum yesterday (along with her very special husband)."
Justin, 24, proposed to Hailey two months ago during a romantic getaway to the Caribbean.
Ireland Baldwin thinks her cousin Hailey and Justin's engagement was a "long time coming".
The loved-up couple may have raised eyebrows when they announced they were heading down the altar back in July, following year of on-off dating, but the daughter of Alec Baldwin and Kim Basinger wasn't surprised by their engagement as they're so in love.
Speaking to Entertainment Tonight, the 22-year-old model said: "It was meant to be a long time ago. It was just a long time coming, and we're all like, 'Alright, thank god, let's move forward.'
"They're so in love and they really do a lot of good for each other, and that's the most important thing for me, that he makes her so happy.
"They just bring out the good in each other, they really do. I think they do a really good job of checking each other when one desperately needs to be checked and told, 'You're out of line.'
"I think they really, really do care about each other so much and care about what others and what their families think of them."
The couple were rumoured to have already got hitched, but Ireland refused to confirm they are married.
She explained: "I have no idea what their situation is. I think they're just taking things slow. They're just kissing all over the world.
"They're just kissing and loving and having fun, and I think people take little details and get too caught up in them, and they're looking too hard. Just let them kiss!"
However, the blonde beauty does think her cousin Hailey will opt for a small ceremony when she does eventually tie the knot because she prefers "intimate" occasions.
