Fekir was on the brink of signing for Liverpool at the start of the season but the deal fell through as a knee injury emerged as the reason behind the transfer collapse.
Lyon held onto the World Cup winner and Fekir has since become a target for Chelsea, with France Football magazine claiming the Blues join Bayern Munich in the race for the 25-year-old.
The Lyon captain reportedly impressed Stamford Bridge bosses with his Champions League performances against Manchester City this season.
Chelsea are apparently looking to bolster their attacking presence as reports have consistently linked Eden Hazard with a move to Real Madrid.
Fekir is often deployed as an attacking midfielder but he has also been used out wide or as a forward for Lyon.

Liverpool were hit with a £66 million price tag for Fekir earlier in the campaign as he netted 23 goals in 39 matches last season.
Fekir has scored four goals in 14 games in all competitions this season, including a strike against City during Lyon’s 2-1 away win Champions League win.
The French midfielder won the World Cup with Chelsea’s N’Golo Kante and Olivier Giroud, who could tempt their international teammate with a move to Stamford Bridge.
However, Chelsea face competition from Bayern Munich, who look set to lose veteran forwards Arjen Robben and Franck Ribery at the end of the season.
