It is understood Felix, 18, has sparked the interest of the Blues this season who were hopeful of making a move in the January transfer window.
But according to the Mirror, Benfica are set to agree a new contract with the creative midfielder tomorrow to increase his buy-out clause from £45m to a whopping £105m.
That is despite the fact he has made just FIVE league appearances for the Eagles after being promoted to the first team this summer, plus 38 minutes across three other games in the Champions League qualifiers and the Taca de Portugal Placard.
He has scored twice in those five games, including a late equaliser against Sporting Lisbon, as his side sit third in the Primeira Liga, four points off leaders Porto.
It means the next Portuguese prodigy is averaging a goal every 76 minutes in the league this season.
But Felix was not even in the matchday squads for the recent matches against Bayern Munich or Porto as Rui Vitoria slowly integrates him into the first team.
Chelsea boss Maurizio Sarri, though, is understood to be keen on the Portugal Under-21s talent, who has four goals in eight games for the national youth side.
He is also the reported target of West Ham and clubs in Italy and Spain.
Felix's current contract still has four years remaining but Benfica are understandably keen to get a new one sorted.
And the improved deal could be done and dusted by Monday which would surely put Chelsea off of a move in the upcoming transfer window.
